State lawmakers voted down English as the official state language in a close 36-38 vote Thursday.

In an hour and a half of heated debate, four substitute bills were addressed on the House floor. Two of the substitutes bills were proposed the bill’s sponsor, Rep. Tammy Rowan, R-Orem. The other substitute bills were proposed by Rep. Chad Bennion, R-Salt Lake, and Rep. Wayne Harper, R-Salt Lake.

In an emotional plea, Rowan urged representatives to stop playing games and just vote yes or no on her bill.

Rowan said her bill appropriated funding and required the state to actually do something about the issue.
