HB139: Intoxication no longer defense for rape

According to the Utah Department of Health, there were more than 70 rapes for every 100,000 women in Utah in 2015, versus about 60 rapes per 100,000 nationally. Utah lawmakers recently passed a bill that removes intoxication as a defense for rape. (Haley Mosher)
