Letter to the editor: Parking permits should not require emissions test

I want to voice my dissatisfaction with BYU's policy of requiring passed emissions tests from all students, regardless of what state their vehicle is registered in.

My reason for this complaint is due to the fact that I am from South Dakota where no emissions testing is required whatsoever. I brought my 1988 Nissan pickup down to Provo knowing that I would not need emissions since the truck is registered in South Dakota. When I attempted to get a parking permit, I learned that I would need a current emissions test.

So, I took my truck to get it fixed for other reasons and asked about an emissions test. The mechanic said I would surely fail. Since that time, I have had it looked at and determined that I need a new exhaust system if not an entire replacement of the spark plugs and everything related to that.

I would love to fix all of this and just go ahead and get the parking permit, but I do not have the funds available to me to do all the work that is required. Therefore, I feel that BYU's policy regarding emissions and testing is unfair, in that it requires students to pay unreasonable amounts of money just for a parking permit. If I did not want a parking permit, I would not have to do anything to my truck, and thus would have to spend no money.

Instead, getting a parking permit will cost upwards of $300. This is simply not fair. My truck abides by the laws of the state in which it is registered. This should be enough.
