If the officer was able to communicate with the owl, why is he an officer?! He could make serious money talking with owls!!!!

Seriously! When I saw this, I thought of Pet Whisperer! He could be an owl psychic!

What I'm wondering is: did the the owl communicate BACK? ;D

Seriously, couldn't they just have said, "The officer yelled at the owl till they caught it or until it flew out a window?"

He probably communicated with a shotgun and the owl left in the officers hands...its just a way to word the situation without causing a stir.
